Manchin has until today to sign budget

CHARLESTON, W.Va. -- West Virginia's Legislature spent most of last week crafting a new state budget, and now Gov. Joe Manchin must sign off on the $11.5 billion result.

Manchin has until Friday to approve the spending measure that takes effect July 1. It includes $4.2 billion backed by general tax and lottery revenues.

The recession prompted the governor to recommend ways to cut $197 million from his original proposal. Lawmakers mostly followed that advice.

West Virginia's governors have the power to decrease or delete individual lines in the budget bill. Some legislative leaders fear that Manchin will line-item veto around $3.2 million they added to health care spending.

Lawmakers tapped a little-known Medicaid reserve account, but Manchin wants it kept intact.
